That was done as a rapid procurement, and primarily as a weapon for LCS, which didn't have any AShM at all. In that time scale (and budget), there was really no room for truly developmental weapons. And no one in the US had anything completely off-the-shelf ready to deploy that was comparable to NSM.

Those are of the same generation so likely cut for the same reason as the Harpoon is despite upgrades.

And those are the easy likely to sell to USA missiles that Congress will allow that fit in the same role and size as the Harpoon. Also were a thing in the timeframe and wasn't a RD project. There's not that many choices on the self.

So it was basically the NSM or spend to make a new one in a niche market that will end up as US only gear...

That's truly disappointing. But even when there were options, the U.S. Navy didn't seem to seize the opportunity. The failure of the NLOS-LS led to the LCS being equipped only with AGM-114 and AGM-176, which have a far shorter range than the NLOS-LS.

The failure of NLOS can be laid mainly at the feet of the Army, who dropped the idea and left the Navy holding the bag. (Though why the Navy signed up for that particular bag is another question.)
 
Anti surface warfare has always been the realm of AirPower for the USN. Harpoon itself was developed to engage cruise missile submarines that had to surface to launch missiles (Echo I/II, Juliet). Only in the last decade or so has the USN started taking AShM seriously, and for the most part it has focused on dual use weapons and/or rapidly adapting existing platforms.
