No. It is not.

The Transport is a notional design propounded by General Electric as an application for its lift fans. You will note that every caption for the transport states "General Electric", not Ryan. GE mounted a major marketing campaign for airplane designs which would conceptually use its lift fans.

It is worth noting that the Prime Contract for the XV-5A system was awarded to General Electric. Ryan was a subcontractor to GE, supplying the airframe.

XV-5 as ADAV.

My Dad worked for Republic, and they sent him to Edwards AFB in 1964 to work with Ryan on the XV-5A. Here are some images from the '64 Air Show--
