I did not know this drawing existed .... looks like a Harpoon-like buoyancy capsule, unlike the SM-39 VSM ....
 
You could also deliberately load a heavier warhead to limit range, and then swap to a lighter/less bulky warhead with a larger fuel tank for greater range.

MTCR actually explicitly prohibits that trick. But it doesn't really apply to many antiship missiles -- the baseline is 500kg to 300 km, and there aren't many ASCMs that have a warhead anywhere close to that.
