I have read that the Shackleton-replacement requirement put a premium on fast transit speed. The standard Breguet fell below the minimum that the RAF thought necessary. So Avro and Breguet came up with various schemes to boost its performance.

The Atlantique came at a time when Lockheed Neptunes were widely used and the P3 Orion coming along to replace it.
Of the original users only France has stuck with Atlantique 2.
