Kongsberg Penguin - origins & derivatives

Information remain rather scarce about the origins of the Penguin missile, adopted by US Navy as AGM-119. It was developped by Kongsberg and FFI, but little known about the early concepts.
The same is true about its derivatives. Jane's mentions a coastal launcher prototype.

did Norway consider its use for Lynx ? I found a reference the ASM. was considered at the time of Sea Skua development. Would make sense Westland doing compatability trials with an evaluation airframe

Might plausibly be a check flight with an inert 'shape' as part of an attempt to sell either helicopters or missiles.
