I think we're looking at 2 distinct configurations, perhaps split along USAF/USN lines. The USAF has an attachment n the inner 'shoulder' of the plyon, leaving the bottom free for other guided weappons. The USN appears to slot it's twin sidewinder rails up into slots in the bottom of the plyon, leaving the bottom of the plyon free for a TER for dumb bombs.
