Was (unsuccessfully) offered by Tupolev in 1972 for naval aviation in usual for Tu-22M2/3 mission of aircraft carrier killer. Two Kh-45 missiles.
From July, 2007 'Aviation & Cosmonautics' issue.

Aerodynamic confoguration have striking similarities to topping model of Sukhoy OKB that appeared in Aerospace Review in an article of Su-24 modifications (Paralay think that this model traces directly to Sukhoi T-54 discussed here for a while). Perhaps, this was based on some of TzAGI common aerodynamic study.

Appears that "45M" pic first had appeared (even in color version) as early as January 2005 in Aerospace Review

Apart from the lack of spare production capacity, another likely factor was that the Soviet Defense Minister in 1972 was Marshal Andrei Grechko. He was a major proponent of the Soviet Navy getting it's own CTOL carriers, IIRC.

"Tu-45M is a project of the Soviet supersonic missile carrier
The development of the Tu-45M supersonic missile carrier began in the USSR in 1972 as a deep modernization of the Tu-22M bomber. It was designed for its predecessor, but structurally significantly differed from it.
The plane had a wing with a variable sweep and a two-keel tail plumage. In addition, to improve stability at large angles of attack, it was envisaged a solid horizontal plumage (as on the "Su-27"). The rocket carrier had two separate air intakes located under the wing.
It was to be equipped with two NK-25 turbojet units, with a total boost of 50 tons. They are now installed on Tu-22M3 aircraft. Subsequently, the device could be equipped with NK-32 engines. With the same thrust, they were almost three times more economical, which significantly increased the range of flight.
The vehicle was to carry two hypersonic lightning cruise missiles with a range of up to 1,500 km/h.
However, since the Tu-45M design was very different from the Tu-22M, it required the creation of a completely new production line to replace the old one. The management of the production plant was categorically against the implementation of this project, as it would inevitably lead to a decrease in the production rate of the strategically important machine.
For this reason, the project was closed in the early 1970s. At the same time, the legendary Tu-160 rocket carrier with NK-32 power plants began to be created in Tupolev's KB."

"Tu-45M" - a project of the Soviet supersonic missile carrier

The development of the Tu-45M supersonic missile carrier began in the USSR in 1972 as a deep modernization of the Tu-22M bomber. It was designed for its predecessor, but structurally significantly different from it.

The aircraft had a variable sweep wing and a two-fin tail unit. In addition, to improve stability at high angles of attack, an all-turning horizontal tail was provided (as on the "Su-27"). The missile carrier had two separate air intakes located under the wing.

It was to be equipped with two NK-25 turbojet units with a total afterburner thrust of 50 tons. Now they are installed on Tu-22M3 aircraft. Subsequently, the device could be equipped with NK-32 engines. With the same thrust, they were almost three times more economical, which significantly increased the flight range.

The vehicle was supposed to carry two Molniya hypersonic cruise missiles with a range of up to 1,500 km / h. For defense in the rear of the missile carrier, it was planned to place a double-barreled aircraft cannon "GSh-23", capable of making over 3 thousand shots per minute.

However, since the design of the Tu-45M was very different from the Tu-22M, it required a completely new production line to replace the old one. The management of the serial plant was categorically against the implementation of this project, since this would inevitably entail a decrease in the rate of production of a strategically important machine.
A better translation courtesy of Google. Note that 1500 km/h is in the original - it should just say 1500km.
