Any info out there regarding this Allison-engine fighter proposal?
 
I don't have any more info than that. There are five 23-... fighter projects that I know of:
  • 23-55 (no info)
  • 23-80 (a 1935 high-wing fighter for U.S. Navy)
  • 23-80 (alt.) (a 1935 biplane fighter for U.S. Navy)
  • 23-100 (a 1935 U.S. pursuit for U.S. Army with Allison engine)
  • 23-140 (no info)
Being Allison-powered, I have a feeling this must have been a monoplane, but I could be wrong; have there ever been any Allison-powered biplanes?

For this competition of 1935 for a pursuit capable for 300 mph speed,I will try to analysis
this tenders;

- W. Woodward,maybe this person on aerofiles;

- Riley Buroughs,I think they meant; Riley Burrows,who made some racer aircraft,and maybe this was
R-6 ?,

- Leland Kirby,that's unknown designer ?

- Francis & Nye,I think they meant this one;

- George Allwood,unknown designer

- Frye,Chaffee & Leighton,completely unknown designers,except the first,maybe this person;

- Wedell-Williams XP-34

- Bellanca 23-100

- Eng. & Research Corp.,I think I saw this company on Aviationweek archive ?

- Curtiss,I suggest it was Model-78 ?

- Hughes,I suppose it was D-1,or maybe

- Reider-Clark,unknown,maybe they meant, Rider-Clark,could be developed from R-3 ?,

- Seversky,could be SEV-?

- W.F. Schult,we can say S-? ,

- Robert Agner,unknown designer

- Chamberlain,I think they meant Chamberlin,and from its series,maybe C-?

A few notes on those names ...

"Robert Anger,unknown designer" - Still unknown but the person from Glendale, CA listed was Robert Agner.

"Riley Buroughs" Yes, Riley Burrows would be correct.

"Chamberlain Aircraft Co" I can find no mention of such a firm based in Santa Monica. However, Clarence D. Chamberlin was based in New Jersey (when he wasn't barnstorming around the US East Coast).

Engineering and Research Corporation is just the long-form of ERCO.

"Francis & Nye" Willis L. Nye was indeed from San Francisco. But I would remind you that Willis Nye was a writer, not a designer.

"Frye, Chaffee, & Leighton" Because of the date and a seeming USAAC obsession with racing aircraft, I'd bet that "Chaffee" refers to Percy Chaffee because of his connection the Nicholas-Beazley Phantom I.

"Leland Kirby" likely referred to Leland Ripley Kirby. He is listed as being from Victoria, BC but Kirby became a naturalized American in California (not sure of the naturalization date, though).

"Reider-Clark" Yes, the Keith Rider submission was based on Rider-Clark the R-3 and powered by an R-1535 Twin Wasp Junior.

"WF Schult" of Baltimore, possibly William F. Schult (mentioned in Aerial Age Weekly, 31 Oct 1921, in relation to a flight made by an Orenco Type F (F-4) Tourister.

In regards to the drawing, I would suggest following the link you gave and then within the search function within those pages, type in the particular Bellanca Model number.
