I don't have any more info than that. There are five 23-... fighter projects that I know of:
- 23-55 (no info)
- 23-80 (a 1935 high-wing fighter for U.S. Navy)
- 23-80 (alt.) (a 1935 biplane fighter for U.S. Navy)
- 23-100 (a 1935 U.S. pursuit for U.S. Army with Allison engine)
- 23-140 (no info)

Looking into the source mentioned by Hesham above, I found the following:
- The Model 23-55 documents at the Smithsonian archives had not been scanned, but they do have a technical drawing of this model
- For the Model 23-80 there are a number of documents which cover both variants, namely:

- There is a number of pages of paperwork covering the Bellanca Model 23-100. The two most interesting I have reproduced below. One shows a profile view of the aircraft. The other shows the complete list of contenders for the Circular Proposal 35-464 for which the design was produced.
- On the Model 23-140 there is only one specific page for this.

A few notes on those names ...
"Robert Anger,unknown designer" - Still unknown but the person from Glendale, CA listed was Robert Agner.
"Riley Buroughs" Yes, Riley Burrows would be correct.
"Chamberlain Aircraft Co" I can find no mention of such a firm based in Santa Monica. However, Clarence D. Chamberlin was based in New Jersey (when he wasn't barnstorming around the US East Coast).
Engineering and Research Corporation is just the long-form of ERCO.
"Francis & Nye" Willis L. Nye was indeed from San Francisco. But I would remind you that Willis Nye was a writer, not a designer.
"Frye, Chaffee, & Leighton" Because of the date and a seeming USAAC obsession with racing aircraft, I'd bet that "Chaffee" refers to Percy Chaffee because of his connection the Nicholas-Beazley Phantom I.
"Leland Kirby" likely referred to Leland Ripley Kirby. He is listed as being from Victoria, BC but Kirby became a naturalized American in California (not sure of the naturalization date, though).
"Reider-Clark" Yes, the Keith Rider submission was based on Rider-Clark the R-3 and powered by an R-1535 Twin Wasp Junior.
"WF Schult" of Baltimore, possibly William F. Schult (mentioned in Aerial Age Weekly, 31 Oct 1921, in relation to a flight made by an Orenco Type F (F-4) Tourister.
