If I understand the article correctly, it's about a lecture by Mr. la Cierva,
about the future of the autogyro and its ability of direct take-off. This
amphibian is more or less an artist impression from Flight.

by the way,that concept from Flightglobal was similar to
the Cierva C.13 and C.14 flying boat Autogiros.

Some ideas never go away. This company seems to be having some luck with autogiros for police and military use, including on floats.

No-one has mentioned here one particular amphibian autogyro which worked successfully (although it was never produced in quantity): the U.S. Navy's Pennsylvania Aircraft Syndicate (Wilford) XOZ-1, which was initially built as a landplane in 1934, but was flown successfully as a seaplane in 1937:
