It clearly had enough budget to get artwork done and be archived. Which doesn't rule out a joke, it just means that the manager was in on it or at least found it funny.

I've just seen this, so apologies for resurrecting a dead/dormant thread...

Anyway, regarding whether or not the illustration is a modern retro confection, I note the signature is 'Sentovic'. A bit of googling reveals that there was a concept artist for Convair named John Sentovic, and artwork displayed online that's attributed to him does resemble the ENEMA (lol... sorry, I can't help it) piece. My mind is going to a manager that was anti-nuclear, or at least "no nukes on the ground because fallout", but got told to make a nuclear rocket anyways. So he sticks it with a terrible name.
