What's a Mig-25 doing in Finland?

Saw one in Tampere. Tried to find on the internet info on what is was doing there and how it got there but I don't read any Finnish nor Russian.

Privately owned. Gathering from the internet, they've been there for at least a few years.
Was it this? The photo is dated to 1998... http://www.netti.fi/~halle/planes/rus/pic/mig-25_1.jpg
It's also mentioned the plane is not flightworthy.
