Anyone without a massive surplus of nukes is going to be utterly evaporated in the American response. Consequently, if you know you're gonna die if you nuke the US... don't nuke the military, go for the population/infrastructure for maximum damage.

If you know you're gonna die from the response, why would you nuke the US?
