Mystery "submarine"

Hi! this is the frist time i post here,and i start with this weird design that i found on Facebook

there were not any kind of information about it
have you some ideas?

Well, I don't know anything else about the concept, but according to a similar post on Twitter; the painting was drawn by a "Jim Strothman" who was a "journalist covering naval and aerospace stories". The tweet also says the drawing is from 1968 and links a Flickr page that also has the image. That particular post also mentions the 1968 date and says the following:

"More and more aerospace industries are developing oceanography divisions, providing advanced equipment for many kinds of marine research. Undersea warfare now represents a major part of the Navy’s research budget, too. If there were ever a military oceanic threat to the U.S., government investment might promptly be channeled into developments such as the underwater missile launcher conceived in this artist’s rendering."​

Another curious thing is the designation "ML 8" on the side of the hull, and the fact it appears to have portholes. I kind of think this could be a real proposal, but the drawing was just a way for this Strothman guy to make a quick buck and publish something. Also, I colorized the image:

I've seen similar 'over-the-top' artwork in US magazines for the lower end of the market from time to time, but looking at that one, the 'top' of the submarine makes me wonder if the Russians got the idea for layout of the Typhoons from this.;)
 
You could put two Vanguards one atop the other in that missile tube. If I wanted to build and undersea turbine in the Antarctic, driving a huge blade would be of advantage. The Ramform Titan is wonderfully ugly. Looks like a Ken Adam design.

Mr Merriman need only find find an elevator/flap from a plane and greeble it up.

A design that is almost impossible to make to stand upright. In addition, it is almost impossible to service the submarine in the port, as it will never be able to enter there.
In fact, I think if someone wanted to make a "hidden large submarine", then "below" they would just make another regular submarine of a much larger size, and not a similar "underwater skyscraper" ("bottomscraper"). While maintaining the same displacement, it will theoretically be able to at least approach the port, in addition, it will not have problems with vertical stability.
