No, just a simple 3D model. There are dozens of them with various concepts and modifications. This one is showing off an idea for a two or three man crew, remotely operated turret with reduced armor package and APS + Drone station.
 
The overall turret design reminds me of some of the Abrams prototypes back in the late 70s.
