“The Marine Corps is effectively 100 percent committed rotating forces in and out of the theater,” he said. “When do you have uncommitted capacity in your force or on your training schedule to do the sorts of things that the commandant is saying that they need to do?”

The service needs to reorient itself to open up resources for additional training, he noted. For example, the Marine Corps has been quick to accept requests from allies to engage in international exercises but that takes time and effort.

“The biggest challenge is this cultural reorientation and learning how to say no, so that it frees up attention, the resources, the people, the units [so] that you can start walking through and figuring out these new sorts of tactics, techniques and procedures that are more likely to be needed in a distributed maritime operational environment,” Wood said.
 

"A portable individual electric power source has been accepted for service in the Russian engineering troops. This system is a mobile compact solar charger with a photovoltaic device in the form of a folding solar panel. The first batch of these sources has arrived at the central engineering storage facilities and is now being dispatched to engineering troops’ units," the ministry’s press office said.

The engineering troops have received 30, 50 and 100 Wt autonomous electric power sources, it specified.

"As their innovative feature, the solar batteries use Russian-made photovoltaic converters manufactured under modern technology with an efficiency factor of over 20% in their design. These power sources are designed to accomplish tasks in the absence of centralized electric power supply," the press office noted.

Smart land mines could certainly stop vehicular suicide bombers rushing checkpoints.
 
Checkpoints are usually located on roads you intend to use yourself. Land mines going off in the middle of friendly traffic?
 
As opposed to shooting at in the middle of friendly traffic or just letting it come? I assume a smart mine could have a proximity fuse mode. In any event, I would guess more traditional applications are what is being considered.
 
It would speak of considerable trust in technology to have an exploding automaton below a public road. Trust the public on that road may or may not share.
 
Indeed. Which is why I really don't think you are going to find an employment scheme like that in consideration. A checkpoint at the entry of a military base coming off a public road is another matter.
