https://dtic.mil/dtic/ isn't responding to me at all, and I keep getting timeouts. Does anyone know if it is down-down or if we're just seeing the effect of everyone and their brother developing an interest in military affairs?

DTIC has been inaccessible to me for years, which is strange. I'm kinda suspect they block Indonesian IP.

They must also block or at least bother the French, because the damn thing always drove me crazy - much more than NASA NTRS, which has its ups and downs.
