From the description: "The Comet Rocket was a proposed super heavy lift launch vehicle (HLLV) designed for NASA's First Lunar Outpost Program (FLO) from a 1992-1993 Space Exploration Initiative. It was a Saturn V-derived launch vehicle with modernized engines, stretched fuel tanks, and strap-on boosters."
 
This was Mike Griffin’s concept I believe.
I guess we will call that CZ-9 now ;)

I seem to remember Bill Gates wanting something like this for his internet-in-the-sky plan before making his mistake in marriage and giving his money away.

Griffin had nothing to do with it. he was at Orbital Sciences at the time
