Today 15th Space Pioneer (Tianbing Technology) re-conducted a Static fire of the 1st stage of the Tianlong 3 RLV, this happens 15 months after the failed static fire; in the meanwhile they have also built a proprietary launch site in Jiuquan, they aim for an inaugural orbital launch there before the end of the year.

Rumor has it that a quarter of the budget was used on titanium alloy tethers to hold the rocket down.

Any idea when they are shooting for?
They aimed for sometime in November that is as much as I know. Since we will have Shenzhou 21 launch and Shenzhou 20 return in late October to Early November, it is presumably not during those time. So later than Shenzhou 20 return on November 3, but it could (and likely will) take longer.

The Portland State Aerospace Society (PSAS) is developing a liquid fueled rocket engine. A major part of this development is the ability to test such an engine. A rocket engine test stand stores the oxidizer and fuel, as well as holding the rocket engine in place while it is activated. This allows for cold fire and hot fire testing of the rocket engine. Cold fire testing is to ensure fluids are flowing properly, and the cryogenic conditions do not compromise any of the parts. Hot fire testing is to ensure the rocket engine bell can withstand the extreme pressures and temperatures which occur when the rocket is fired
 
ZQ-3 is merely one of many medium/heavy lift single core reusable rockets in the works for the next year or three.

Picture not by me, but it is a good summary of just how many similar rockets we should expect in the next while. I expect more than a few companies to either consolidate or leave the market, but there's probably going to still have enough demand for 3-4 commercial launcher companies and a similar number of state launchers.

In other words, ZQ-3 is just the most notable first of many.
