Achieving IOC (assuming it has) doesn't preclude it from as still being in some stage of Operational Test and Evaluation and awaiting a full-rate production decision.

I would consider Inside Defense to be a much better source than TWZ. That's why it costs real money. Thousands of dollars per year is my recollection.

They presumably have a contract for some number of missiles in LRIP phase, this is now talking about ramping up to production. F-35 built hundreds under LRIP.
