Yes, there was to be a full 3+3 lane radial motorway from outer ring road to inner, flanked by 'service' roads. Inner was to be 3+3, almost motorway standard. Like the 'gnarly' run through Glasgow, but worse. Much worse. It would link the 'new' twin river tunnels at NW, existing approach to city at SE. I cannot remember if was also supposed to have a 'fast' surface link across the 'D' scarring famous water-front. Or, perhaps, a Boston-grade 'Big Dig' cut & cover. There were proposals to host a sorta-Monte Carlo Grand Prix..
What with on/off slips and swooping junctions, the planning blight was, um, extensive. Very, very extensive...
The network was intended to sweep fast traffic from E/W M_62 via the new river tunnels to existing mid-Wirral motorway. Thence to bizarre 'spur', which currently halts at quarry face. Either tunnelled or cut/cover beneath mid-Wirral ridge, this was supposed to proceed South, crossing the proposed Dee Barrage, then continuing along Welsh coast...
