Better strategy for Montgomery is simply let it explode in controlled condition.
Contents 1,400 tons aboard after 80 years the explosive yield is about 1 kiloton assuming it's chemically useful anymore. Huge blast to say the least. However you can containerize the explosion by stacking Membrane geocontainer tubes filled dredge mud on wreck. Since dredge muck is used build airport anyway having dredging equipment already saves time. This is far better concept and exponentially cheaper than trying dismantle 1000 tons explosives underwater a little bit at a time.

It has been pointed out that successive efforts big and small to renovate Boston City Hall Plaza have been thwarted by Boston’s architectural elite in order to avoid hurting the feelings of I.M. Pei, who iwasstill alive and who was responsible for siting the government buildings around the plaza. But when DC came knocking, they spent gratuitously for his firm design more conservative elements to Reagan Building.

Venice, Italy 1950s. Rejected by local planning committees stood in opposition to modernist design, and death Masieri himself in Car crash. Attempts revive project flattened out after Wrights death in 1959.

I like the detailing across the top 2-3 floors, but the space below that is hideous.

Can we please bring back Art Deco?

That's unfortunate, I think the contrast between FLW's project and the older styles around it would have been aesthetically interesting.

Site housed 750 Megawatt PWR with oil superheating to 1000 MW.

Then 1968, second proposal underground facility south tip Roosevelt island.
Third in artificial island off Coney island.all rejected by 1974.

Proposal was enormous, drain portion tidal basin (Jefferson memorial is now), erect 2 massive 100+ tall colonade
And fountain shoot water 160+ feet into the air

Do i understand this right,
They wanted to build a 750 Megawatt Nuclear Reactor in Middle of New York ?

Yes . ConEdison argued distant power plants and additional cables and high voltage power lines were more expensive. And cemented by 1965 New York blackout. ConEd assumed with nuclear plant un various boroughs and island NYC would essentially be blackout proof. They would not need switch yards as power could be sent via transformers to 13,800 volts.

Proposed site was in Queens.
ConEd also proposed plant on artificial island near Coney island and small plant near Jamaica Bay.

Proposed in 1970s two reactors built as floating facilities and protected via breakwaters made 80,000 concrete dolos.

Two reactors were ordered.
Rising costs, stagnation and environmental opposition killed it 1978.

Each reactor 1100+ MW although proposal initially had 4 with 4500 Megawatts. Enough even today power half the state.
