TACMS does not give you much range for inland targets. Modified KEI for surface to surface would be better. Although that said the function and accessories would be similar.

Assured, but I think they thought of supporting surprise amphibious operations or attacking coastal targets (naval bases).

I always liked the Streetfighter warship concept for that purpose. Load a ship with a couple hundred vertical launch tubes and clear the path for the AAV's.
