that's one of reason why La defence was build outside Paris Center
however there were location were you could build Skyscraper in the Center
One was Gare Montparnasse and they build that hideous chrome monolith there...

This Proposal to make the ugliest Building in Paris into some thing more "ascetic"
sadly the project is in Development hell almost 10 years...
