Toward a safe continuation and evolutionary refined Space Force doctrine (Congrats to newly confirmed Defense secretary Lloyd Austin) :

IMHO the USSF should modify the new rank name "Specialist" , so you can better distinguish the E-1 to E-4 ranks, even if you address them with Specialist (last name).

E-1 Specialist (Basic)
E-2 Specialist
E-3 Specialist (First Class)
E-4 (Senior) Specialist

Thankfully basement nerds aren't in charge of National Security, that write-up stinks of political bias. Little surprised Val would endorse it, but on the other hand, I'm not.
 
Apparently the Biden administration has shelved attempts to dissolve the Space Force for the moment because of insufficient support for the move from Democrats in Congress, as well as opposition from the new SecDef. Doesn't mean that they won't continue to try to undermine it in the meantime though...

Now add Los Alamos and Lawrence Livermore to build a gigaton nuke for asteroid deflection

Gigaton bomb would require roughly 200 ton of payload capability.
Fragmenting an asteroid would simply turn a rifle into a shotgun. Apart from very long-term methods like gravity tractors, IIRC thinking is now focussed on setting off a smaller nuke to one side of an object, vaporising its surface layers on that side to change its trajectory. With large or fast-moving objects that are already close, it could be done incrementally, using multiple charges placed in a 'roadway'.

We should have pre-positioned asteroids with propulsion devices attached that can easily be re-routed to impact those that cross Earth's orbital path.

"Easily re-routed" is the hardest thing. Asteroids are massive. To move them sufficiently out of oribt, you need extraordinary amount of delta-v. And they aren't exactly the best controllable missiles, due to uneven shape, differences in density and composition.
