Strange Old Concept for Airplane ?

It resemble a sort of assault glider.
The first drawing is of a modified Airspeed Hotspur assault glider. It was an 8-seater designed and produced in Britain. Originally intended as an equal to the DFS 230, it was later deemed too small to work as an assault glider, so was relegated to training pilots before they flew Horsa, Hadrian and Hamilcar assault gliders.
The drawing looks like a generic fuselage ... because the new concept is clearly landing gear related.
They propose to mount snow skis under a generic airframe, then add a naval-type arrestor hook. The concept makes perfect sense when landing assault gliders on short, soft fields.
 
On the other hand, it may have well been a serious proposal to make operational use of the Hotspur at a time when assault gliders were at a premium post D-Day (for example, airlift shortages were arguably one of the major reasons that Operation Market Garden failed).
 
The clue is in the title of the article... 'evolution of modern aircraft landing gear'. The illustration simply says 'skid landing gear'. Just an example, no new concept

The Hotspur had a rather long landing run and in several cases overran the landing area. This is one modification considered to resolve the problem
 
In the first drawing: "Patins" means "ice skates" in Quebec, so I suspect that this concept is aimed at landing on frozen lakes and rivers.

The second drawing looks like a concept to rotate the wheel 90 degrees as it retracts (ala. Curtiss P-40 Warhawk). This allows a shallower landing gear bay.

Actually, the second image depicts the main gear of the SNCASE SE.1010.

As riggerrob said, the main wheels rotated 90° on retraction (à la the Ju 88 ... which seems to have been Sud-Est's inspiration).

The caption (top left of the image) for the inset detail reads "Bielle commandant la rotation de la roue" or 'Connecting rod controlling the rotation of the wheel'.
