I see, you were talking about the Columbia. I was confused because of the thread topic.Here's actual hardware. You can see the spot for the planes on the sail. Nothing on hull.

I don't think a lack of under-ice capability has any impact on the vulnerability of SSBNs. The Pacific and Atlantic are big and modern submarines are very quiet. Fairwater planes are simpler and easier to maintain (I have heard the retractable bow planes require a lot of maintenance). The only point to having bow and fairwater planes is control at periscope depth, and because fairwater planes are closer to the center of buoyancy, they offer superior depth control, although the Columbia's sail is so far forward I doubt it makes much of a difference. The Ohio's fairwater planes apparently worked just fine, so why change?
Keep in mind also that it is not sufficient just to have the sail poke through the ice like on an SSN. To launch missiles, the deck must be pushed far enough out of the ice that opening the missile hatches is sufficient to clear the ice. The Russian SSBNs capable of under-ice operation have very large reserve buoyancies which allows them to do this. The Ohio has a reserve buoyancy of ~10%, and the Columbia will likely be similar. For comparison, the Russian Delta IV has a reserve buoyancy of ~25% and the Typhoon ~50%.
