What you don't want to do--inexpensive or not--is spray crap in the atmosphere. That can come back as acid rain--so aerosols should be off the table.

Seawater greenhouse. Incorporated design foster desalination at low cost by appropriating direct agriculture use.
Unlike conventional greenhouse whose goal raise temperature this seawater greenhouse raises humidity. The system uses two permeable membranes dry air enters. A fan draws air thru greenhouse this pressure imbalance creates vector new air flow. Pumped seawater flows via trough evaporates into air with no escape vector except directionnair flow. But it encounters a membrane of laminated cardboard whose massive surface area collects moisture and drips down gravity fed gutter to water plants. Excess collects storage tanks. In some systems excess water is reintroduced to sub surface soil regenerating aquifers and groundwater.
