Not "Ch" but "H" (russian letter "Х")

Its predesessor "10Х" and "16Х" - http://commi.narod.ru/txt/shirad/308.htm

Designer of both missiles were Vladimir Chelomey, one of the famous Soviet designers of missiles and space launchers.
