On Austro-Hungarian 38cm and 42cm Guns

Austrian battleship plans showed studies on battleship and battlecruisers after Ersatz Monarch class, in 1915-1918. Most of these plans , 5 series of 6, use 38cm or 42cm guns. Reference can be find in KuK Late WWI Capital Ship Designs article by Erwin Sieche.
As for 35cm guns used on Ersatz Monarch and MTK battlecruiser project I series, they have exact turret plans and gun details.
Was Skoda ready for working on 38cm or much bigger guns? Did they have turret looks plans in such designs? For bigger guns, was it right that Skoda would rely on Krupp tech?

As for its estimated 1.5-rpm firing rate, what might be the reason? Did Austrians use silk charge bags or brass bags? Skoda big guns usually have low firing rate than Krupp's, are there any possible reasons?
 
About 9cm (maybe 88mm exactly) TAG or BAG guns on Ersatz Monarch, is there any detail about its performance? or similar to Krupp 88mm gun?

Weight of a gun with mounting: 2,270 kg
Weight of the ammunition: 18.5 kg
Allowance for each gun: 400 (AA 550)
Projectile’s weight: 10.2 kg
Muzzle velocity: 800 mps

They used full brass casings.

1,5 rounds per gun seems normal for 42cm and a bit on the lower end for the 38cm.
