No.

What's the race? First to put a spacecraft past the Moon? Around the Moon? On the Moon? First to put humans in orbit? On the surface? All been done long ago.

The Chinese and Indians are working on lunar programs because the Moon is the next place to go after Earth orbit. The Americans are doing it to give purpose to their space program. The Russians are not doing it. They've been talking about replacing Soyuz for years now and haven't made any firm steps.

...Jeez, by now it should be obvious to you. The race is to get the money spent on sending people to space before Congress decides to take it back and give it away on useless welfare programs.
