In the article at the BBC, Anatoly Zak writes:

In a 21st Century version of this Moon race, the US, Europe, China, India and Japan had all declared their intention to explore Earth's natural satellite, while Russia struggled to emerge from its post-Soviet economic crisis.

Interesting that Zak calls renewed interest in exploration of the Moon a Moon race. Are we seeing the 21st century equivalent of the Cold War space program? Is this a contest between lagging super powers and the new challengers?

No.

What's the race? First to put a spacecraft past the Moon? Around the Moon? On the Moon? First to put humans in orbit? On the surface? All been done long ago.

The Chinese and Indians are working on lunar programs because the Moon is the next place to go after Earth orbit. The Americans are doing it to give purpose to their space program. The Russians are not doing it. They've been talking about replacing Soyuz for years now and haven't made any firm steps.

...Jeez, by now it should be obvious to you. The race is to get the money spent on sending people to space before Congress decides to take it back and give it away on useless welfare programs.
