Sounds like they are deathly afraid that the necessary (and IMHO, unavoidable) investment on infrastructure will put pressure on their procurement funds, especially with regards as to their favoured programs.
 
The USAF basically discredited the concept of hardened aircraft shelters with the use of precision guided munitions in the first Gulf War. Most people forget that even the SDB I supposedly has the ability to penetrate a standard concrete HAS.
 
The USAF basically discredited the concept of hardened aircraft shelters with the use of precision guided munitions in the first Gulf War. Most people forget that even the SDB I supposedly has the ability to penetrate a standard concrete HAS.
SDB is short-range though and having to put a munition through every roof is better than wiping out the entire squadron with a cluster warhead, or taking out 3 aircraft with shrapnel and debris.
