The book Unflown Wings gives the following characteristics of the SAM-23 on page 525 as follows:
- one Shvetsov M-11 radial piston engine
- armament comprising two ShVAK cannons, two ShKAS machine guns, 4-6 82 mm (3.22 in) RS-82 unguided rockets, or a 882 lb (400 kg) bomb load
