Nice observation on RA being possibly related to Ramon AFB.
I agree the sightings and their connections to RA-01 are a leap.

The assumption it is a low signature design is however logical given the secrecy and description as covert surveillance.

Abe Karem's company Leading Systems went bankrupt and got bought by General Atomics. GA developed the Amber into the Gnat and Predator. Then, Karem founded Frontier Systems, which eventually got bought by Boeing. Now, he runs Karem Aircraft. Here are pictures of (all pictures from Jane's Unmanned Aerial Vehicles and Targets 1995-96):

In a 2107 interview Abe Kamen spoke about a glider decoy built in 1973:

"The first UAV he developed was a “glide decoy,” which he and a team of engineers built “within a month” and deployed during the Yom Kippur War of 1973. “It was very successful,” Karem said."

Israel will also develop ground-breaking indigenous aircraft (plural)."

Notably, Israel is not showing (publicly) any interest in American CCA, while other allies are already in acquisition processes.
I assume this is a reference to indigenous CCA.

I'm having trouble finding a major news outlet reporting on this, but the following provides a helpful overview of the plan. Israel will be 'weaning' itself off of US dependence over the next 10 years, and all the implications therein.
