can anyone ID this Russian Sailplane ?.

That's a Blanik (https://en.wikipedia.org/wiki/LET_L-13_Blan%C3%ADk) with 'something' added to each wing. What those things are - don't know; sorry.

The epizodsspace site indicates that this glider was used as flying laboratory by TsAGI for laminar flow research.

Wikipedia also mentions a twin fuselage Blaník for testing of laminar airfoils.
