That artist's impression was also published in the German magazine Flug-Revue, March 1989, page 40.
Volare was a subsidiary company of Flug-Revue as it says in the picture caption.

Well, there was a reason that DARPA got involved.

Perhaps the X-54A is just a scaled down unmanned flying model, in much the same way that the X-45A or X-48A were meant to herald larger types?
