If someone can afford to, and wants to, why not? We are a free society are we not? I do believe that RC aircraft and other RC vehicles should have to take a test to prove they are competent to manage the things.

In a lot of places, you do have to take a test to be allowed to operate RC aircraft. EU and UK, for sure. Not sure if USA requires tests, except for turbine powered models.
