Hard for deer to freeze if there are no headlights. Road traffic noise might encourage them to hurry along. The headlights new cars have these days are quite the eye hazard. Simple, round 1970s bulbs are inexpensive and all most people need.

It's the pedestrians who need headlights, in order to see oncoming vehicles in the dark, especially if they're ultra-quiet electric types. People walking alongside roads might be novel in the States, but it's the norm in the rest of the world.
