It is the Charpentier C-2.
In february 1936, Charpentier was appointed as technical director of the new Bernard company set up by French WW1 ace Ortoli.
Charpentier designed the C-2. Powered by 3 x 220hp engines, this aircraft was planned to obtain a 420 km/h top speed for a 110 km/h landing speed. This project was never completed.
