According to Wikipedia:
The Beriev Be-2500 Neptun (Cyrillic: Бериев Бе-2500 Нептун) is a super-heavy amphibian cargo aircraft concept being developed by the Beriev Aircraft Company of Russia. Its maximum takeoff weight is projected to be 2,500 metric tons, hence the designation.
It is designed to function as both a conventional high-altitude jet and as an Ekranoplan. It is intended to fly transcontinental routes, taking off from conventional sea-ports and requiring no special infrastructure.
If it enters service, it will become the new largest aircraft in the world, surpassing another aircraft designed in a territory of the former Soviet Union, the Antonov An-225.
Beriev states that if this plane is to become a reality investments from several countries are needed.

To date, it appears that the design has not generated customer interest or foreign investment and is likely to be a unbuilt project according to some sources.
Some sources and drawings have identified this design as the Beriev Be-2500P.
