I believe I've seen that paper. if it's the one I'm thinking of, the TAV design was shown as only a very crudely sketched "powerpoint" sort of configuration.

If I remember well, Russians proposed something quite similiar using Tupolev Tu-180, some years ago.

Update: found my copy of the paper. And lo and behold, my memory was wrong. This is not an unusual occurance... but what *was* unusual was the *direction* of my wrongness. Typically I remember drawings as being better than they actually were. But this time, the drawing (actually, drawingS, plural) was substantially better than memory.
