As far as I know the missile (SA-19) normally operates in an automatic command to line-of-sight mode with the radar keeping a steady track on the target and providing the guidance updates to the missile. There is a secondary SACLOS mode where the radar doesn't track the target but I'd have to imagine the margin of error could be pretty high against a fast moving aircraft.
The main advantage is that this sort of guidance is hard to fool. The disadvantage is that the missile is going to bleed energy pretty quickly.
