More precisely, at least in US usage, the tactical aircraft are constantly topping off so they always have enough fuel to reach a divert field.FWIW tactical aircraft don't fly until they're empty and then refuel from the tanker. The textbook tanker use is to top off the tanks of aircraft before they reach 'bingo' point so they can turn back if the refueling fails, which it does often enough.
