I feel like I'm missing a joke here.  The 25DD does have a flight deck. 

And yes, they do have the RUM-139 VL ASROC as well as a Japanese version called Type 07.

Yes but not full length flight deck like their Hyuga-class "destroyer" ;-)

A bit surprised they're still using slipways at Nagaski, thought for sure that would be included in the modernization.
