why not 1000 Vg-33 instead 1063 MS-406?

Well , Arsenal Vg-33 and Morane Ms-406 used Hispano-Suiza with 860 Hp and Vg -33 had best performance to Ms-406 and more chances against german fighters .
 
The Ms-406 started in 1935 and thus was the only "modern" fighter in 1938, when the French armies started to rearm. The VG-33 and D-520 came much later; although much more modern they were three years late.
The D-520-01 flew in November 1938 and was barely ready in May 1940. One squadron used it.
The VG-33 flew even later, in spring 1939. 160 of them were on the production line, only a handful - 12 ? - were readied for fight early june.

In some way the MS-406 was to the D-520/ VG-33 what the Hurricane was to the Spitfire.
Ready much earlier hence larger numbers when WWII, but growth potential close to zero. (outdated structure).

The Curtiss H-75, too, was available in large numbers around spring 1938, hence french massive buyouts to the USA.

1 October and 2 october 1938 there was first flight of Arsenal VG-30 and Dewoitine D-520-01 , well so Arsenal Vg-30 "father" of VG-33 had more perfomance than Ms -406.
 
In April 1938, 825 MS-406 were already ordered.

The D-520-01 as it was flown at October 2, 1938 wasn't mush better than the Morane. Its maximum speed was only 470 km/h, and the 8th flight in November ended with a crash landing. Only after some construction changes made during the repair, it could reach 505 km/h; and the speed of 535 km/h was reached only by D-520-02 with more powerful HS-12Y-31. And it happened only in summer 1939.

What about VG-30 - soon after its first flight (October 1, 1938) the tests also were aborted and some construction changes were done. Most of the VG-30 tests were done only from March 24 to July 17, 1939...
