Who was the designer of De Zeven Provincien air defense frigate?

The only information I have been able to find on the internet after doing some research is that Royal Schelde supported by Nevesbu was awarded a project definition contract in 1993 but it did not say whether these 2 companies were involved in the general appearance design of De Zeven frigates. I wonder if designs were exchanged between Blohm Voss, Navantia and Royal Schelde when there were in the TCF frigate project in the 90s . Any help is appreciated.
