Whatever is left of NASA and inherited by the next president, I still think Jared Isaacman would be a good choice for Administrator. I just hope it’s a president with at least some appreciation for science.
That would have to be Kelly.

Neither religious fundies or Greens care about space. A leftie would not have made these cuts to be sure --but might balk at reinstating them due to "more important" things getting a boost.

Thus my idea of a constitutional amendment guaranteeing NASA a 1% for space budget (at least $40 billion annually) and complete autonomy--so neither a Trump nor a Greta can ever hurt them again.

That is delusional. That conflicts with the whole purpose of the US type of government.
a. the rest of the republic doesn't feel way.
b. That amendment would conflict with other amendments
c. There are other more important matters that require constitutional attention
d. Others like military hawks (and there are more of them than space nerds) would want their own amendments.
 
He is the closest to NASA personnel...I think he would be most loyal.

Earth science is increased--manned spaceflight might be forbidden.

I don't think Kelly would go to either extreme. He seems well rounded.
 
SLS-Orion is an obscenity. 4 billion a launch every 18 months... or more.
I remember well over a decade ago using an estimate of $1B for the launch cost of whatever the STS tech based heavy lifter with two SRBs was called at the time for an informal internal study and receiving a stern talking to from management, because it was double of what the 'official' cost projection at the time was...
 
DIRECT was the best a SD-HLV had to offer, and it remained suboptimal, by a long shot.
 
That's why Dynetics proffered Pyrios. Some kind of SD-HLV could have been had *decades* ago --that's what has me steamed.
