When is a warship a cruiser?

8000-12000tons 72+ VLS is destroyer
13000tons 72+ VLS is cruiser

AND, or OR? Because either way I can run a coach and horses through your system.

Honestly, though, does it matter? Define the capabilities that are required, and provide a ship that provides those capabilities.

I agree, as I’ve said several times now.
This sort of classification system is obsolete.

terms like cruiser, destroyer, and frigate are completely meaningless today.

Which navy are you looking at? The Dutch Navy classifying its largest surface combatants as frigates seems logical enough. The ones currently projected will likely displace something like 10,000 tons.
