Perhaps its identity was 'explained in the text' which accompanied the photograph in Popular Aviation?
 
It is a Fairchild 22 fitted by NACA with a "narrow auxiliary airfoil" for flight comparisons with wind tunnel data on similar fixed wing slot arrangements.

The text only gives a hypothetical about Handley Page slots, to the effect that "Mr. Page" (sic) would have earned a pittance for his invention had he submitted it to the US Army at the time.
